through access to quality services. WASDA implements Development and
humanitarian aid programmes in Northern region of Kenya.

Job Purpose
The Monitoring Evaluation Accountability Learning expert is responsible for the continuous assessment of the performance and quality of the programme with the goal to improve current and future outputs, outcomes and impact. The MEAL Specialist is responsible for providing technical guidance and oversight to the Kenya programme in areas of Monitoring, Reporting, Evaluation, Accountability and Learning. The post holder will provide strategic; technical guidance and oversight in different MEAL areas.

Responsibilities and responsibilities.
Implementation of monitoring, reporting, evaluation and accountability:
- Produce monthly reporting as required by the project officer or other programme governing body, ensuring accuracy and adherence to donor requirements always. The same to be shared with project finance lead.
- As assigned/ required, attend manage meetings and raise any financial strategic concerns or risks and discuss financial performance
- Produce financial analysis as required by the project team to assist decision-making
- Produce financial risk-register to be reviewed monthly, and share key concerns with the programme Director and project officer to develop mitigation.
- Review, Produce and consolidate reports for donor reporting and internal management purposes as per required timelines. Ensure that adequate documentation is available for review such as transaction listing on a monthly basis. Ensuring adherence to donor schedule and internal management deadlines
- Produce explanatory narrative (financial) for any reports as required by the project team
- Respond to donor questions regarding financials at any time and as required

Data and database Management:
- Work closely with PD and field office MEAL officer to ensure that the data quality is implemented according to WASDA policies and guidance.
- Contribute to all project design and proposal development: theory of change, log frame and indicators and budget
- Present Information that support Technical team develop an evidence based programmes
- Support and ensures that programme goals and activities uphold the principles of the key national and international humanitarian frameworks, codes and commitments
- Integrate beneficiary accountability principles into the programmes implementation approach
- Ensure the development and functionality of a learning system that regularly feed into high programme design

Capacity Building:
- Identify MEAL staffing needs for emergency and development programmes, and support rapid recruitment, induction, performance management and training.
- Lead Capacity Building Events for the MEAL and other programme staff ensuring a high capable team is in place all the time
- Build the capacity of all relevant team members to develop, maintain and contribute to M&E learning, including through regular reflection and analysis of project monitoring data;
- Encourage a positive work environment of mutual respect where team members are committed to achieving their best and collaborate efficiently and effectively.

- Actively listens to different perspectives and experiences of stakeholders
- Actively participates in networks to access and contribute to good practice at WASDA MEAL System
- Regularly represent WASDA in all networks, relevant clusters and working groups
- Support the teams to establish and maintains clear communication and dialogue with disaster and conflict affected people and other stakeholders

Qualification, Skills and Behaviours
- University degree (Masters preferred) in Monitoring, Evaluation and Learning, social science or other relevant discipline
- Demonstrated technical M&E skills and command of methodologies, including working with large data sets and statistical analysis;
- A minimum of 5 years in monitoring and evaluation with NGOs, preferably in a humanitarian context, 2 of which in a senior MEAL position
- Knowledge of data collection protocols to ensure accurate data collection and verification;
- Strong knowledge of mobile data collection techniques and tools;
- Solid understanding of robust qualitative and quantitative data collection;
- Proven capacity to supervise, train and capacity build staff;
- Strong organization skills with the ability to plan, perform, prioritize multiple tasks under tight deadlines in a dynamic environment and monitor own work plan and those under her/ his supervision.
- Proven experience in a technical capacity involving conducting evaluations, assessments, or research and drafting technical reports;
- Experience conducting interviews and focus group discussions with diverse cohorts of populations.
