WASDA is a regional non-governmental organization that is established in 1995. The focus of WASDA is saving lives and uplifting human dignity through access to quality services. WASDA implements Development and humanitarian aid programmes in Northern region of Kenya.
WASDA was established to supplement government and other stakeholders’ efforts in addressing development challenges in the region with focus on Education, Emergency programmes; WASH, FSL and Health and Nutrition. WASDA received funds to implement Emergency programme and is looking for competent and dynamic team to be part of its professional work force.

The post holder will be responsible for mobilizing; coordinating; reporting and implementing multispectral programme. Will lead a diverse team to realize the objectives of the progarmme. He/she will be responsible for overall supervision and management.

Roles and Responsibilities:

Programme Design and Strategy:

  • Serve as point person for the project and provide strategic and technical leadership to WASDA staff and partners for all its components.
  • Liaise with local partners, NGOs, and other relevant entities for coordination and implementation
  • Identify geographical areas of interest to the organization according to humanitarian needs and vulnerable population context.
  • Contribute to the development of concept notes and proposals for WASDA destined for submission to donors.

Programme Management and Implementation

  • Manage and provide support to the staff reporting to you such as assistant project officer, community mobilisers and volunteers.
  • Develop appropriate targeting criteria and mechanisms with the support of the programme staff; to ensure the needs of identified vulnerable groups are met.
  • Ensure monitoring of food security and livelihood projects (field visit, regular programme monitoring, budget forecast, staff evaluation and planning, donors’ reports, monthly reports, etc.)
  • Support to plan, design and deliver project activities in accordance with the project proposal
  • Ensure short-term contracts are managed in accordance with their terms of reference
  • Maintaining projects budgets and tracking expenditures/transactions.
  • Communicating with the field team on a daily basis to confirm the progress of activities as per the programme plan.
  • Carrying out community and other stakeholders engagement meetings before the start of the programme to explain objectives and deliverables of the program.
  • Implementing the program through participatory engagements with the communities so that they contribute to the implementation and give feedback where necessary.
  • Oversee and advise the community during beneficiaries targeting process.
  • Validating the beneficiaries and correcting errors at field for clean data
  • Sharing the beneficiaries with the managers for verification and approval
  • Ensuring all target beneficiaries receive the entitlement of the cash assistance.
  • Compiling and providing update/monthly reports as per donor requiments
  • Assist to identify needs and opportunities by conducting training needs assessments.

Programme Quality and Compliance

  • In close coordination with the Programme Director and MEAL department, contribute into quarterly and annual reviews of learnings gleaned through programme data and reports and MEAL mechanisms.
  • Responsible to develop a detailed Term of Reference (TOR) for FSL activities
  • Contribute to the development of all monitoring tools, particularly all distribution and post distribution tools.

Procurement and Supply Chain

  • Contribute into the Development and implementation of the procurement plans
  • Contribute into quality assurance of all programme items by ensuring all donor and WASDA standard testing is carried out in a timely manner
  • Work with the Programme Director to address all programme issues reported at field level and assist in timely reporting of this to the donors

Coordination

  • Liaise with other departments including finance/administration, procurement and human resource departments to ensure adequate support for all project activities.
  • Ensure information is circulated to the field teams and Partners appropriately.
  • Support the input of financial report for donors.
  • Coordinate and follow up with support departments (logistic, human resources, media and MEAL)
  • Represent WASDA in all relevant coordination meetings (CSG and Cash technical working group) and coordinate closely with NGOs on the ground to avoid overlaps and follow up with the context.

Documentation and Reporting

  • Review all daily, weekly, and monthly reports submitted at field level by field team and provide timely feedback on reports and follow up on corrective actions.
  • Contribute to all donor monthly, quarterly, and annual reports before submission to donors and ensure required information is gathered accurately and timely.
  • Maintain files and archives of the programmes documentation, including catchment population, distribution, monthly reports, assessments and reconciliation records.
  • Ensure timely and accurate updates to the MEAL department, the Program Director on planned and completed activities.
  • Commitment to beneficiary accountability & humanitarian principles and Code of Conduct and a Child Protection Policy
  • Support the Monitoring and Evaluation team in the tracking of outcome of activities evidenced by accurate data to enhance quality of reporting
  • Identify and document human interest stories and case studies based on the successes of implemented projects
  • Assist program team in reviewing log frames, M&E work plans and targets at proposal development stage through to project implementation

Financial and resource management

  • Work closely with the Finance & Support Services department to help prepare monitoring expenditure.
  • Ensure that partner manage and utilize project assets as per WASDA policy

Knowledge (Education and related experience)

  • University Degree in relevant field (Social Sciences, Development Studies, Public Health, MBA).
  • Minimum of 5 years working experience, ideally in an INGO or well acknowledged NGO, having experience of working with government partners and project fund/grant management.
  • Experience on all aspects of project management.

  • Good understanding to work with project budgets, forecasts and reports.

  • Good computer skills in word processing, spreadsheets and database software programs.
